1950-1954 Sabine / Longworth Dames era

Miss Longworth Dames takes over as Hon secretary and treasurer - continuing through into 1954.
Harold Sabine re-elected as Chairman - now in his 15 consecutive year and continuing through into 1954.

    1950
  • Key issues are the poor state of the roadway and the failing sewer.
  • Application made to War Dept regarding serious damage to the Park Roads due to their use of such for building operations of married quarters behind Government House. Col Jones offered £125 without prejudice but committee requested £300 to be considered. Accounts record £175 received.
  • War Dept asked to increase their rate for the Army gateway from the current 5/-. Subsequent offer of £1/-/-d accepted.
  • Agreed that the passage between no:44 (recently built in 1947) and no:48 be suitably blocked at the Park end.
  • Park rate at 1/-d (5p) in the £ payable in 2 installments. Also references to a Special Road Fund (see 1952 AGM below)

  • Chester RDC chased regarding decision on repairs to The Park's main drainage. By June they responded that sewer repairs were required and would be dealt with by them. Messrs Flather then began work on a new sewer under direction of the Chester RDC who recommended further work at UPPA expense on road surface water drainage into the sewers.
  • Sabine & Furley to instruct Flathers on UPPA work - laying additional 4" pipe connecting surface drain water -in area of Millside (no:84)- into main sewer and also new drain water gully opposite the Garden House (no:28)

  • Road repairs largely on hold pending the sewer work but decision to carry out some minor work and gather contractor estimates for the major work to be carried out after sewer repairs.
  • Mr Furley to pursue Cheshire CC via the Chester Rural District Council with regard to them carrying out Park road repairs in association with repairs to their own adjacent roads.
  • Chippings, bitumen & emulsion ordered and Mr Parker to technically assist with administration of the road repairs. Accounts show around £100 spent on road repairs (labour & materials)
  • Lowest tender for repairs from Scientific Roads of Queen's Ferry. Provisionally accepted but on hold.
    1951
  • Main sewer completed and trench filled in but proprietors not satisfied that the road had been re-instated to its former condition. Mr Furley and Mr Parker subsequently met with 8 members of the RDC and obtained an offer of an ex-gratia compensation payment of £72. The offer was held in abeyance pending a quotation from Scientific Roads for this work as well as for tar spraying the whole of the Park roads and for the Avenue. On receipt of the estimate; Mr K Davies was nominated to approach the Clerk of the Council to negotiate the best possible settlement.
    1952
  • Hon sec empowered to settle road maintenance accounts directly without recourse to committee up to £10 at a time; £30 in a year. The cheques to still be countersigned by one of the two members of committee as authoriased by the 1950 AGM.
  • Compensation payment from the Council still under discussion with Council requesting submission of 3 estimates from contractors and then further meetings.
  • 20 members attended the AGM which covered many issues.
  • Relative newcomer Mr Oldham (no:44) proposed that all ratepayers be entitled to attend meetings, vote and elect the committee. Decision taken to give the Hon Sec voting rights - presumably not the case before even though she (Miss Longworth Dames) was a proprietor. New proposals carried but the entitlement prior to this has not yet been identified in the research. It was
  • Mr Davies of Holly Bank (no:17)- recorded as 'Legal adviser' and joining the committee proposed that a sub-committee be appointed and draft a set of rules to define a constitution for UPPA. Carried.
  • Proprietors who had contributed to the Special Road fund were named at the AGM.
  • Proposal agreed that a short statement of accounts should be prepared and circulated at the AGM.
  • Replacement of the wooden posts across track leading to Dickson's nursery to be postponed but any steps needed to be taken to protect the rights of Park proprietors.

  • Two committee meetings...Feb & Sept.
  • Acceptance of the Chester RDC offer to fund Scientific Roads quotation of £94/10/- for road re-instatement post the new sewer.
  • Acceptance also of Scientific Roads of upto £232/13/- for repair of potholes,tarspraying and limestone chippings on the Park roads following the re-instatement work.
  • Constitution sub-committee appointed as Mr K Davies; Harold Sabine & Mr Pearson. Mandated to draw up a set of rules to define the constitution of UPPA and also report on legal aspects of the path into Dickson's nursery.
  • Decision to close the pathway entrance to Dickson's nursery for one day per year commencing 1st Jan 1953. Mr K Davies to arrange advertising in Local Press if necessary. Any decision to permanently close this entrance to be referred to a GM of UPPA. Present posts across the entranceway to stop vehicles to be replaced/renewed as necessary.
  • Satisfied with the roadwork of Scientific Roads - agreed to settle invoice in full. 1952 accounts record £219/17/- paid.
    1953
  • AGM held in the Village Hall on 16th Mar 1953 following an adjournment from January. 14 attended.
  • Mr Parker proposed restricting road maintenance expenditure in 1953 to £20 and to build up a reserve account. Rate kept at 1/- in the £.
  • Building plans for Mr Capstick's house (no:54) viewed and letter agreed welcoming him to the Park; informing him of Park rate and requesting that he make good any road damage.
  • Immediate attention to be given to the matter of closing or otherwise the pathway into Dickson's Nurseries.
  • Acceptance of named sub-committee to consider rules for UPPA constitution but sub-committee nothing to report as yet.
    1954
  • AGM held in the Village Hall on 29th Mar 1954. 16 attended. Balance sheet now circulated to all members. Rate of 1/- in £ retained.
  • Tribute to the late Mr Warner of Heatherlea - Vice Chairman.
  • Welcome to new members Capstick(no:54); Wilson (no:19) & Fletcher (no:56). All three were then elected onto committee with long serving members retiring.
  • Decision to discontinue any proposal for a set of Rules for UPPA and that things should remain as they are at present.
  • Regarding the Dickson's nursery entrance; decision made to let present arrangements stand.
  • Consideration of purchase of a wheelbarrow and other tools. Committee later decided to buy one wheelbarrow & top; one pair of shears; one brush and one rake. Scythe at a later date.
  • The parking of caravans in vicinity of the Park was discussed with probabilty of a caravan coming to the field of Grafton villa (site of house no:36 now). Letter agreed to be sent to Miss Crosby of Grafton Villa expressing strong resentment of her proposed letting of a caravan and that if she went ahead representation would be made to Chester RDC.
  • In committee, Mr Wilson raised concern about rubbish left by Council dustmen in the Park. Substantiated by other committee members, it was agreed that Brigadier Stewart (newly appointed Vice Chairman) should see Mr Morgan of Chester RDC personally. At next committee meeting Brigadier Stewart reported back that improvements were evident since his meeting with Mr Morgan.
  • Mr Capstick and Mr Parker both now taking up the issue of enquiring into price of road materials (gravel & tar barrels). Mr Wilson to enquire of Cheshire CC regarding future road repairs.

  • At the 2nd Nov committee meeting; Chairman Sabine reveals correspondence with Letts Bros appertaining to the new housing development (on Dickson's nurseries) and reveals his acceptance as Chairman of their invitation to a meeting. This is strongly opposed by Messrs Parker; Wilson & Capstick and the Chairman declines to take a vote on the issue.
    Mr Davies is instructed to write to Letts Bros stating that owing to the name given to the new estate; heavy traffic is coming through Upton Park and if they still continue to use this name they will be held responsible for the maintenance and repairs of the roads.
    Six weeks later at the committee meeting of 13th Dec; Sabine states that the Davies letter has not been sent and that he , Sabine, had again been asked for a meeting. Opinion on the desirability of a meeting was again divided.
  • Discussion regarded the piece of land (plots 2 - 7) which Mr Parker claimed used to belong to Pritchard & Shone. Messrs Sabine; Wilson & Davies to investigate current ownership.
  • Notice boards at both ends of the Park to be repainted to state -

    UPTON PARK Private Road HEAVY Vehicles Prohibited...and notices of the 1932 act.

  • Complaints received about speeding of motor vehicles in the Park. Agreed to a letter to all residents in the Park, requesting more care & caution particularly in view of the fact that there were now nearly 40 children in the area.
  • Chairman Harold Sabine; Vice Chairman Brigadier Stewart and Hon Sec Miss Longworth Dames all resigned and remaining 2 members Capstick & Wilson called for an EGM in January 1955. Brigadier Stewart suggested someone younger should take on his role.
