1960
- Lt Col Taylor in the chair with Major Flavelle vice-chair.
The chairman suggested the committee be reduced to seven by not
replacing any retiring members.
- Austin's proposals for flats fronting onto the Mill arm of
the Park roadway was generally approved by the committee.
At the beginning of the 1960,
Mr Austin was asked to pay UPPA £400 with a further
deposit of £250 returnable with interest
on satisfactory re-instatement of the roadway and utility services.
The flats would then be subject to the same Park rate as the rest of the Park
- currently 1/6p in the £.
By the October AGM it was apparent that the issue had to
be dropped
since it could not be enforced
with Austin's solicitor requiring proof of ownership of the road.
- The Rural District Council still be chased regarding the hedge
planting along the Avenue entrance.
- Dr. Doran to be politely reminded that proprietors were responsible
for their own drains - problems with his were causing road subsidence.
The dangerous gully outside Doran's house (no:72) was however
UPPA's responsibilty and should be repaired.
- Committee finally acquired materials for the Avenue boundary fence so
commence work 'as soon as possible'.
- Mr Wilson drew attention to the state of the front garden
of Derrimore especially the old car left lying on its side. "This
must especially be a great eyesore to neighbours". It was agreed
that a very polite letter be sent to the occupier.
- Hedge cuttings dumped along the Avenue by certain members of the Park
- Proprietors encouraged to keep an eye open for hoologans
smashing the road lamp bulbs.
- AND FINALLY at the AGM ...Mr Wilson proposed a gate at Avenue end

position and only closed on special occassions.
Passed unanimously.
1961
- Generally with same officials and committee.
- Austins the builders now requiring further access into the Park
with plans for four more flats. Committee decide to put the issue in hands
of the Park Solicitors.
- The bad state of the Park roads causing concern and decision to
apply the usual tarred stones once frosts were over.
- Furtive effort needed to get outstanding Park rates paid. Offenders
named at the AGM. Mr Kermode - new to the Park - pointed out that
not all newcomers were aware of the Park rate.
- Working sub-committee established to invest Park funds to
produce a small income
- Concern over the Parish Council's failure to attend to the painting
of the Park lamps. Brigadier Stewart encouraged Park residents to
withhold their votes at the next Council election.
1962
- First type written minutes - pasted into Minute book.
- Committe agree to settle account of £52/10/- with Potts & Balls (Solicitors)
regarding legal expenses dealing with Austins the builders.
- Letter from Birch Cullimore & Co regarding property development on
plot 15. Response was no objection if within the Covenant and a request
to see the outline plans.
- Mr Wilson's plans for a new property (no:62) agreed. Mr Wilson agreeing to
make good any disturbances to the road.
- Mrs Comyn requested to submit plans for her bungalow (no:27) when Council
outline planning permission granted.
- Upton Parish Council submission of plans to convert existing street lights
and install seven new lights.
- Oldham & Starkie offer to make arrangements for road repairs. Offer accepted.
- Two committee meetings held with no minutes recorded in the book.
- Mr C W (Bill) Wilson takes over as Chairman following
the departure of Lt Col Taylor from the Park.
- Strong concern at the AGM from former chairman Dr Sconce
that the committee
approved legal expenses of £10 plus £52/10/- despite an AGM resolution
limiting such expenditure to £10 p.a. without an AGM or EGM.
Lt Col Taylor as chairman
had personally carried out most of the negotiations with the Solicitors.
- Hon Secretary and Hon Treasurer both offered £5 honoraria at the AGM.
Ken Starkie
accepted the treasurer role with Major Brunton later agreeing to the
secretarial role.
- AGM agreed to spend up to £200 tarmaccing the pavement and
tar-spraying the roadway in both cases between
the circle and the mill.
- AGM discussed the possible sale of the Avenue in view of its possible
liability if building developments on both sides of it.
1963First year of Mr C W (Bill) Wilson as chairman
- AGM attended by 20+
- AGM told that correspondence from solicitors Potts & Ball relating
to ownership legality of the 'circle to mill' road was available for
inspection through the Hon Sec.
- MANWEB provided £75 to assist in resurfacing of road and pathway
- mill to Westview. Committee agreed to add £250 to this to undertake
the work.
- Workman sought to maintain grass verges.
- Committee agreed to submit to the Parish Council the following
under the Public Health Act of 1936.
- under sec 58 (1b) That by reason of its delapidated condition
the house occupied by Mr Scalley is seriously detrimental to the
amenities of the neighbourhood.
- under the approp section of the Act - that the Council enforce
the liability of Letts Bros to ensure that the existing drainage from the
Park is not impaired by their building project.
- AGM considered the desirability of renaming Upton Park to avoid
confusion with adjacent building developments. Decision not to change
the name but Parish council help sought to press developers to change
name of their new estates.
- AGM agreed to fitting a lock to the gate - residents holding keys
at 2/9d each and encouraged to occassionally lock the gate.
- On Miss Trant's suggestion agreement to ask parish council to paint
lampposts dark green.
- Cul-de-Sac signs agreed on to further deter traffic.
1964 officials and committee retained
- AGM held in a private home (the Wilsons) - returned to Village
Hall the following year. The move to a summer AGM proved popular
and retained.
- AGM support to the residents of Mill Lane including a donation of
£2/2/- in their legal action against Houlbrooks who were using
he mill as a factory with machinery.
- Lamposts still not painted - reminder to the responsible authority.
- AGM agreed to resurfacing of the rest of the roadway (circle not
Avenue) at £265. A later committee meeting requested quotes for
pothole filling
- Road work demanded a near doubling of the Park rate. Agreed at
the AGM despite several objections. Committee later asked to write to
these residents expressing the views of the committee. Expenditure
led to request to bank for overdraft facilities up to £25.
