    1970
  • Council planted row of Cornish Elm trees along Avenue boundary with the school.
  • Mrs Comyn only pays part rate on basis of unauthorised traffic, dogs and poor state of the road. Agreement that everyone must be treated equualy and so the balance requested along with statement of the committee's plans to rectify issues raised.
  • The dog complaint from several residents including fouling by accompanied dogs.
  • Police reluctant to impose a speed limit in the Park since no excessive speed could readily be obtained.
  • AGM attendance - 14 ladies; 12 gentlemen.
  • Most Park arrears now paid.
  • Ken Starkie appointed vice chair with a view to taking the chair following Ron Lloyd. Secretary change after two years from Mrs Rigby to Mrs BJ Jones. Accountant Morris takes over as treasurer.
  • Chester Water Company propose new water main through the Park.
  • Discussion at AGM over what standard the road should be maintained at with many members thinking that the higher standard encouraged more unauthorised through traffic.
  • Road maintenance from mill to orchard plot really needed £800 spent on it but financially this was not feasible yet. Rate maintained.
  • Suggestion to keep the Avenue entrance gate locked for periods of the day to deter through traffic was not widely supported and felt any decision needed a larger Park vote.
  • More road subsidence following building - this time outside nos:50 / 52. Responsibility of the builder.
  • Abolition of receipts for Park rate paid by cheque (presumably Schedule A tax now abolished)
  • Gate lock missing again
  • Mr Twine letter regarding general deterioration in appearance of the Park. Issues such as Park entrance board, grass cutting, hedges etc all stated as being in hand.

    1971

  • Army asked to complete reinstatement before they finally leave.
  • Road maintenance reserve now up to £700. The notion debated as to wisdom of building reserve when rate was levied for maintenance and maintenance needed now.
  • Thanks expressed to Mr Trelfa for tidying the Avenue verge
    Mr Twine for painting the Avenue lampost
    Messrs Kermode & Giffin for trimming the Orchard plot hedge.
    The committee felt this self help was saving UPPA money and generally improving the Park appearance.
  • New houses butting onto the Avenue request some of the Avenue verge to increase their back gardens. Committee felt this could not be agreed to.
  • AGM with just over 20 ratepayers present. Wakefield took over as chairman continuing trend of a two year period of office.
  • Various concern over state of path and road following the work carried out by the Waterworks.
  • Decimalisation and so rate now 5p in the £ equivalent to the 1/- in the £ of recent years.
  • Treasure proposed limiting the RV rate to £150 since current system hard on some highly rated properties. Idea defeated 15:1 but agreed to inform residents of issue for debate next AGM.
  • First AGM mention of the speed bumps saga. Also proposals for 'give way' road markings but agreed that special meeting of proprietors needed for any conclusions.
  • Proposals and discussion for signs - speed limits and 'dogs on lead'. Signs dismissed 14 votes to 2.
  • Suggestions favouring more locking of the gate were defeated.
  • Some frontages in a poor state.
  • Start of lengthy committee consideration of traffic calming measures including road narrowing outside Mona Villa (no:58).
  • Committee debate continued over what state a private road should be in since some wanted improvements while others thought the current situation preferable.
  • With gate lock missing again suggestion of trying to weld it to the chain
  • Vandalism perceived as increasing so approaches to the Parish Council.

    1972

  • Notice boards in place at each end but complaint from no:2 that the mill end sign embarrassed his view and should be resited.
  • Fairly new resident and new chairman Jim Irvin draws attention to a map of the Park and its low housing density stating that it is reasonable to expect the covenant to be tested over the next 10 years. (It was not until the late 1970s that Jim Irvin took a drive through his grounds to build a bungalow in landlocked ground behind.
  • Mr Kermode of Westview (no:80) informed the committee that he was 'contemplating to the Lands Tribunal for the discharge of the covenant' on his land. After lengthy discussion the committee agreed to recommend at the next AGM that this should be resisted.
  • AGM with 30 people in attendance.
  • Method of levying the park rate modified to an RV ceiling of £150. This was seen as a small step towards a more equitable park rate.
  • The AGM had a lengthy debate on the merits of retaining the covenant. Mr Kermode saw it as ludicrous that he should be constrained on a low housing density when so close nearby there was high density with flats. The general feeling of the meeting was one of not setting a precedent but no action was needed as Mr Kermode was only at the contemplation stage.
  • Some members were withholding park rate to make a point. This was seen as deplorable and unacceptable behaviour.
  • Usual AGM discussion on another missing lock for the gate.
  • AGM concerns over building up of reserves while attention needed to the road.
  • Authority given to the committee to spend up to the yearly Park income in any one year.
  • AGM agreement to buy the flymo.
  • Park rate increased by 40%.
  • Thanks to Miss Cairns for clearing the weeds by the sub-station.
  • First concrete lamposts appear unannounced - adding additional lighting along the Avenue. Also these were sodium rather than white tungsten. Concern over both issues and the precedent this set for the rest of the Park.
  • Further concrete lamposts appear around the Park without warning from the council. A special Park meeting held to consider action after a Park questionaire had resulted in 11 favouring the new posts with 16 against. Mr Starkie to approach MANWEB.

    1973

  • Proposal for house to be built by Mr Bullock on plot 12 with no breaking of covenant. Committee agreement that no need for approval of full plans.
  • Chairman's report at the AGMnoted that there was a trend towards younger families moving into the Park and this would lead to more noise but it was not the function of UPPA to intervene in any differences of opinion between individuals.
  • Gate lock still off as attempts to weld it to the chain however an AGM decision to give a free key to all residents.
  • AGM decide that any resident seen speeding should be reported to the committee who would then write to them.
  • Total RV of the Park now £17,095 in 1973 from £6,707 in 1972. Park rate increased by 25%.
  • Another planning application to build in the grounds of no:58. As in the 1950s; this was opposed by UPPA and declined by the Council.

    1974

  • Plans for the Mill development heavily discussed with a sub-committee in negotiations with Beresford Adams. UPPA committee involvement in such matters having had a precedent over many years.

And so the end of the Minute book and over to filed typed sheets not to be published in line with the usual '30 year ruling'.
