A shift in ploicy leading to
roadway improvements 1935 - 1937
The following is an account drawn from the committee established in 1935
which first seriously addressed the establishment and maintenance of
the Park roadway.
Council adoption was then considered again ....and again rejected
in favour of independence and DIY.
The newly proposed and formed committee comprised -
Civil Engineer Harold Sabine in the chair with Mr Brocklebank as secretary
Messrs Williams and Warner (and subsequently Mr Furley )
as committee members. Minutes are well
recorded in the old minutes book.
Initially tenders were invited from local contractors.There is no
record of who drew up the enquiries but Harold Sabine - a civil
engineer - was clearly
the key player and had discussions with Mr W Starkie the Assistant
County Surveyor - father to Ken Starkie who managed the roads during
much of the latter half of the 1900's
Mr Briercliffe of Chester tendered for £110.
Mr Smith of Mold for £100.
Mr Thomas of Chester for £98.
From the scale of these costs (Park balance stood at less than £10);
the committee resolved " to do the work ourselves" by accepting
Mr W Starkie's offer to hire two County Council men at 7/-
(35p) per day but to retain control of all labour and material purchase.
The committee was to have full power to supervise the work and do as much of it
as their financial resources would permit.
Harold Sabine then interviewed a Mr Trew to ascertain the cost for
certain sections of the roads (tar mac and spraying)
A special Park meeting was held at Mayfield (No:31) on 28 June 1935
attended by 17 members - an unusually high turn out - to sanction the
committee proposals.
Two schemes were submitted for the meetings consideration -
- Patching and tar spraying all roads for the sum of £58.
- Patching circle and Mill road and then tar spraying
of the Mill road only; for the sum of £30.
The full scheme was adopted and a rate set at 1/3d in the £ to meet
the expenditure which turned out to be £73/18/4 for the 12months 1935/6
This later raised an objection by an absent landlord
- Mrs F Ollerhead of Malpus.
The Park accounts year ending March 1936 record £45/-/-d paid
to Cheshire CC for "patching/spraying etc" and the committee meeting
of 6 Sept 1935 records that the committee were
satisfied with the work of Cheshire County Council. It was then agreed
roads be kept clean and pot-holes attended to as soon as they developed.
The roadman's wages for the 1935/6 years account was £10/19/11.
The next issue was subsidence opposite Roade Villa (no:74). The brick
main sewer had collapsed and had to be repaired in one place - 15ft removed
and piped with 12" socket pipes. Also the road grid inlet piping was renewed
and connected to this 12" piping. The cost of £17/6/3 was just met from
the year's higher rate.
By summer 1936; the Mill to Circle road needed attention again, and
Harold Sabine dealt with Mr Trew of Cheshire County Council getting
an estimate of £24 to patch and tar spray that piece of road.
On Mr Trew's safety recommendation timber was replaced with
Yorkshire flag alongside the grid opposite The Beeches (no:23) the
home of Harold Sabine.
These costs were met by a lower rate for 1936/7 of 10d in the £
raising £52/18/6.
